For EU and EEA citizens registering their right of residence in Cyprus for the first time. Processed locally at the Immigration City Unit based on your district of residence. Typically issued immediately or within a few days. Does not expire. After five continuous years of residence, you may upgrade to MEU3.
For non-EU family members of EU citizens, including spouses, children under 21, and dependent relatives. Forwarded from the local Immigration City Unit to the Civil Registry and Migration Department (CRMD) in Nicosia for processing. Typically takes 3 to 5 months. Valid for 5 years and must be renewed upon expiry.
Available to EU citizens and their qualifying family members after at least five years of uninterrupted legal residence in Cyprus. Confirms the right to permanent residence and does not expire. Processing typically takes 4 to 6 months. Continuous residence means not leaving Cyprus for more than six consecutive months in any one year, with certain exceptions.
The four-month deadline is strict. There is no grace period and late applications attract escalating fines. Apply as early as possible after arriving in Cyprus.

Receiving your Yellow Slip is the beginning, not the end. Several important steps follow that activate your full rights as a Cyprus resident.
Visit any GESY enrollment centre or register online to activate your access to Cyprus's national health system. Your Yellow Slip and Social Insurance Number (SIS) are required for registration.
Your SIS number is issued alongside your Yellow Slip or at the Social Insurance Services office. It is required for employment, social contributions, and tax purposes.

Register with the Cyprus Tax Department to receive your Tax Identification Code (TIC). This is required for filing tax returns, employing staff, and a range of financial transactions.

If you are bringing a vehicle to Cyprus or purchasing one locally, your Yellow Slip is required for vehicle registration at the Road Transport Department.
Having a Yellow Slip does not automatically make you a Cyprus tax resident. Tax residency is determined separately under Cyprus tax law and carries significant financial implications, both positive and negative, depending on your situation.
Spending more than 183 days in Cyprus in a calendar year makes you a Cyprus tax resident. As a tax resident you are subject to Cyprus taxation on worldwide income, but benefit from Cyprus's favourable rates (0 to 35%), no inheritance tax, an extensive treaty network, and access to the Non-Dom regime.
You may qualify as a Cyprus tax resident by spending just 60 days in Cyprus if you do not spend more than 183 days in any other single country in that year, maintain a permanent home in Cyprus, and have business, employment, or professional ties to the island. Once you establish Cyprus tax residency, you may qualify as Non-Domiciled (Non-Dom) if you have not been a Cyprus tax resident for more than 17 of the past 20 years. Non-Dom status exempts you from Special Defence Contribution on all dividend and interest income, regardless of amount or source, for up to 17 years. This flagship incentive remains fully unchanged under the 2026 Cyprus tax reform.
The rules for UK nationals in Cyprus changed on 1 January 2021 and there is a critical new deadline in 2026. The correct path depends entirely on when you arrived in Cyprus.
Your Yellow Slip remains valid under the EU Withdrawal Agreement. You retain all rights associated with EU free movement including the right to work and access to GESY. You can apply for MEU3 permanent residency after five years of continuous residence.
You are classified as a third-country national and are not eligible for a Yellow Slip. You must apply for a Pink Slip (Temporary Residence Permit) or, if you meet the financial requirements, the Category F visa route for retirees and financially independent individuals.
