Yellow Slip Certificate: What It Is and What It Does

The Yellow Slip Certificate is the official Registration Certificate for EU and EEA citizens residing in Cyprus. It is issued on yellow paper, which is where the name comes from. This certificate confirms a citizen's legal right to live, work, and access services in Cyprus under EU freedom of movement rules, specifically EU Directive 2004/38/EC as transposed into Cyprus law through Law 7(I)/2007.

It contains critical information including your full name, nationality, Cyprus address, date of registration, and a unique identification number that links you to Cyprus's civil registry system. This number becomes essential for all future interactions with Cyprus authorities, from tax filings and healthcare registration to opening a bank account and enrolling children in school.

The Yellow Slip is not a visa, not a work permit, and not a travel document. It does not allow you to live or work in other EU member states, and it cannot replace your passport or national identity card for travel within the EU or elsewhere. It is valid in Cyprus only.

Important: Do not laminate your Yellow Slip after receiving it. Laminating official Cyprus documents can render them invalid. Store it flat in a protective sleeve.

Which Form Do You Need?

Cyprus uses three different MEU forms depending on your situation. Choosing the wrong form delays your application. Review the options below carefully before submitting.

MEU1

EU and EEA Citizens

For EU and EEA citizens registering their right of residence in Cyprus for the first time. Processed locally at the Immigration City Unit based on your district of residence. Typically issued immediately or within a few days. Does not expire. After five continuous years of residence, you may upgrade to MEU3.

MEU2

Non-EU Family Members

For non-EU family members of EU citizens, including spouses, children under 21, and dependent relatives. Forwarded from the local Immigration City Unit to the Civil Registry and Migration Department (CRMD) in Nicosia for processing. Typically takes 3 to 5 months. Valid for 5 years and must be renewed upon expiry.

MEU3

Permanent Residence

Available to EU citizens and their qualifying family members after at least five years of uninterrupted legal residence in Cyprus. Confirms the right to permanent residence and does not expire. Processing typically takes 4 to 6 months. Continuous residence means not leaving Cyprus for more than six consecutive months in any one year, with certain exceptions.

Not an EU or EEA citizen? The Yellow Slip does not apply to you. Non-EU nationals, including UK citizens who arrived after 1 January 2021, must apply for the Pink Slip (Temporary Residence Permit) instead.

What Documents Do You Need?

The documents required depend on your category. All applicants must have the core documents. Additional documents depend on your employment status or basis for residence.

2026 accommodation requirement: Rental agreements must be for a minimum of one year, certified by a Muhtar (certifying officer), and stamped at the relevant Tax Department office. Bank statement warning: Statements from Revolut, Wise, N26, and other fintech or digital-only banks may not be accepted by immigration authorities. Use statements from a traditional Cyprus bank such as Bank of Cyprus, Hellenic Bank, or Eurobank. Ensure statements show regular transactions and adequate balances over the three-month period.

Health insurance

  • EU citizens may use their EHIC card or private insurance
  • Minimum coverage of €30,000 in medical expenses required
  • Employed individuals registered for Cyprus social insurance access GESY directly

For non-EU family members (MEU2)

Application Process

How to Apply: Step by Step

The application process involves five stages. In-person attendance is mandatory. Postal submissions are not accepted. All family members applying must be physically present at the appointment.

  1. Prepare your documents (2 to 3 weeks before appointment) Gather all required documents based on your category. Arrange certified translations for any foreign language documents and apostilles where required. Ensure rental agreements are Muhtar-certified and tax-stamped. Open a Cyprus bank account if you have not done so already and ensure statements show the required transaction history.
  2. Book your appointment Book online through the gov.cy portal or by calling your district office directly. Do not leave this until the final weeks of the four-month window. During peak months (March to May) slots fill several weeks in advance. DPCA can book your appointment within one week of your arrival.
  3. Attend your appointment in person Bring all original documents and certified copies. All family members in the application must be present. Biometric data (two passport photographs; fingerprints for non-EU applicants) will be taken at the appointment.
  4. Pay the government fee €85 for MEU1 (EU citizens) or €146 for MEU2 (non-EU family members). Accepted payment methods: cash, bank transfer, or certified cheque only.
  5. Receive your confirmation and certificate A confirmation slip is issued immediately at the appointment. MEU1 certificates are typically issued within a few days. Track your application status online using the reference number on your confirmation slip. The certificate is delivered by registered post to your Cyprus address.

What to Do After Receiving Your Yellow Slip

Receiving your Yellow Slip is the beginning, not the end. Several important steps follow that activate your full rights as a Cyprus resident.

Register for GESY

Visit any GESY enrollment centre or register online to activate your access to Cyprus's national health system. Your Yellow Slip and Social Insurance Number (SIS) are required for registration.

Your SIS number is issued alongside your Yellow Slip or at the Social Insurance Services office. It is required for employment, social contributions, and tax purposes.

Yellow Slip and Tax Residency

How the Yellow Slip Connects to Cyprus Tax Residency

Having a Yellow Slip does not automatically make you a Cyprus tax resident. Tax residency is determined separately under Cyprus tax law and carries significant financial implications, both positive and negative, depending on your situation.

The 183-Day Rule

Spending more than 183 days in Cyprus in a calendar year makes you a Cyprus tax resident. As a tax resident you are subject to Cyprus taxation on worldwide income, but benefit from Cyprus's favourable rates (0 to 35%), no inheritance tax, an extensive treaty network, and access to the Non-Dom regime.

The 60-Day Rule

You may qualify as a Cyprus tax resident by spending just 60 days in Cyprus if you do not spend more than 183 days in any other single country in that year, maintain a permanent home in Cyprus, and have business, employment, or professional ties to the island. Non-Domicile Status

Once you establish Cyprus tax residency, you may qualify as Non-Domiciled (Non-Dom) if you have not been a Cyprus tax resident for more than 17 of the past 20 years. Non-Dom status exempts you from Special Defence Contribution on all dividend and interest income, regardless of amount or source, for up to 17 years. This flagship incentive remains fully unchanged under the 2026 Cyprus tax reform.

Important: The Yellow Slip is a prerequisite for establishing Cyprus tax residency. Without registering your legal residence in Cyprus, you cannot begin the tax residency setup or apply for Non-Dom status. Aligning your immigration and tax position from the start avoids complications later.

What UK Nationals Need to Know in 2026

The rules for UK nationals in Cyprus changed on 1 January 2021 and there is a critical new deadline in 2026. The correct path depends entirely on when you arrived in Cyprus.

Arrived before 31 December 2020

Your Yellow Slip remains valid under the EU Withdrawal Agreement. You retain all rights associated with EU free movement including the right to work and access to GESY. You can apply for MEU3 permanent residency after five years of continuous residence.

Critical 2026 deadline: UK nationals who hold old paper MEU1 or MEU3 certificates must convert to biometric cards by 3 August 2026. Failure to convert renders your residency invalid. Contact DPCA immediately if you hold a paper certificate and have not yet converted.

Arrived after 1 January 2021

You are classified as a third-country national and are not eligible for a Yellow Slip. You must apply for a Pink Slip (Temporary Residence Permit) or, if you meet the financial requirements, the Category F visa route for retirees and financially independent individuals.

What to Avoid When Applying for a Yellow Slip

These are the most common errors that cause applications to be delayed or rejected. Getting them right from the start saves significant time and frustration.

Documentation errors

  • Uncertified translations: only court-certified translators are accepted. Unofficial translations are rejected
  • Expired documents: ensure all papers are valid for at least 3 months from the date of your appointment
  • Insufficient financial proof: bank statements must meet the minimum transaction and balance requirements
  • Fintech bank statements: statements from Revolut, Wise, or similar apps may be rejected. Use statements from traditional Cyprus banks
